
A Meeting of the Finance Committee was held on Tuesday 23rd February 2010 at 2.00 pm, Amesbury Room, Winscombe Community Centre.

To receive a presentation on a digital mapping system for the Parish – Pear Technology A demonstration of the capabilities of the digital system was presented by Mr Makin using a projector & screen. The following points were noted; a) The ‘higher authority’ (District Council) pay a licence fee to Ordnance Survey for use of their maps with this data being available free of charge to Parish Councils under a sub-contract licence. b) Parish Council assets including PC owned land and street furniture may be recorded using a layering system. c) If internet access is available, the mapping system has a direct link to Google Earth. d) To assist in planning application considerations, tree root spread and shadow can be shown. e) Measuring tools can show distance or the size and area of objects. f) Maps can be easily created, edited and the information printed or transmitted electronically. g) Cemetery & allotment maps can be added with facilities available to link these to excel spreadsheets and photos. h) Installation of the system is provided and training given. i) An optional annual technical support service is available. j) Payment for the system may be spread over a period of 5 years. k) An asset management package is available as an optional extra. It was proposed that PT Mapper Pro, Maplink, annual support and updates, map set-up, software installation and training should be purchased at a cost not exceeding £1,875 with additional maps being created for the cemetery and allotments at a cost not exceeding £500. Full costs for the package should be met within the 2010/2011 budget with surplus funds being vied from the ‘insurance’ budget head towards these costs. Parish Council Insurance – to consider invitation for renewal of existing policy and a further quotation. An alternative quotation for Parish Council insurance was compared to cover provided by our current insurer. With similar or increased cover being offered by AVIVA through Came & Company at a significantly lower premium, it was proposed by Mr Williamson, seconded by Mr Bridges that should the quotation be confirmed, insurance cover with AVIVA should commence on 1st April 2010 and a three year long term agreement be entered into. All members were in favour. Should an assessor for the new insurance company visit the Parish, Councillors would like to be informed so that they may speak with the assessor.
