A meeting of the Play Area & Skate Park Committee was held on
Monday 24th January 2011, at 8.00p.m, The Amesbury Room, Winscombe Community Centre
Committee Members Present: Cllr. A Brading (chairman) (ABr), Cllr. P Cram (PC), Cllr. Archie Forbes (AF),

1. To receive Apologies for Absence –

2. Declaration of Interest – None Received
3. Update of the minutes of the last meeting, dated 11th October 2010:
None other than those included as Agenda Items.
4. Public Participation: A maximum time limit of 15 minutes will be allowed for a session open to the Public to present comments, observations, information, petitions or lead deputations and is the only time members of the public may participate during the meeting. Parishioners may submit a written script of speeches made to the Clerk. – None
5. Financial Update - A detailed committee statement showing actual expenditure against budget for the financial year 2010/11 was handed to committee members. Payments have been seen and approved by councillors on Bills for Payments at monthly Parish Council Meetings..
6. Winnowing End Play Area:
(a) – To discuss Playbuilder Update
Tony Moore (Parks Technical Officer, Streets & Open Spaces North Somerset Council) is liaising with the appropriate parties to ensure all corrective works are carried out as soon as possible – refer Agenda Item 6b.
(b) – To discuss post installation inspection & transfer of play equipment to Parish Council
All committee members have received a copy of the Post Installation Playground Inspection Report carried out for and on behalf of North Somerset Council. A Playbuilder Meeting was held on Monday 13th December 2010 between Tony Moore (Parks Technical Officer, Streets & Open Spaces North Somerset Council), Cllr. A Brading (Play Area & Skate Park Committee Chairman), Cllr. A Forbes (Parish Council Chairman & Play Area & Skate Park Committee Vice-Chairman) and Mrs N Flint (Assistant Clerk) to discuss the contents of the report. - refer attached notes to these minutes.
It was unanimously approved that once all necessary works have been resolved and finished – Tony Moore (North Somerset Council) together with the inspector who carries out the monthly inspections for and on behalf of Winscombe & Sandford Parish Council will inspect the play equipment together and report back to the committee. Transfer of ownership will only be accepted by Winscombe & Sandford Parish Council once all matters are satisfactorily rectified.
(c) – To discuss ROSPA annual inspection report.
All committee members have received a copy of the Annual Inspection Playground Inspection Report carried out for and on behalf of Winscombe & Sandford Parish Council. The contents of which was then discussed by committee members.
It was unanimously approved that all areas marked with Risk Levels ‘Medium’ will be corrected/remedied as
soon as possible. All areas marked with Risk Levels ‘High’ will be corrected/remedied immediately..
(d) – To discuss seating
Tony Moore (Playbuilder Contact, North Somerset Council) is liaising with the suppliers regarding the promised playbuilder picnic bench. Additionally, quotations have been received for proposed seating in the area.
The concrete seating area at the front right hand side of the play area has been painted and rendered with the surrounding ground area being cleared and tidied up.
It was unanimously approved to install safety matting behind the concrete seating.
(e) – To discuss continued maintenance of play area & equipment
Cllr. A Brading repeated her concerns regarding the dogs barking on the land adjacent to the play area and the security of the fence which separates the two pieces of land. This is monitored and checked on a regular basis in the Parish Council’s weekly play area inspection and the Parish Council’s Health & Safety Advisor has also visited the area and reported back with his comments.
As an additional measure it was unanimously approved that advice is sought from the Parish Council Community Police Officers.
(f) – To discuss signage
A financial contribution has been received from the playbuilder funding and It was unanimously approved that plaques would be installed on the wooden picnic benches acknowledging this fact.
(g) – To agree any expenditure resulting from Agenda Items 6a – 6f
The following expenditure was unanimously approved: -
To purchase and install two new plastic baby swings replacing the current black rubber baby swings in situ.
To purchase and install safety rubber matting behind concrete seating area.
To power clean ground matting at swing area.
To purchase plaques to be installed on wooden picnic benches acknowledging playbuilder funding
7. WMRG Play Area
(a) – To discuss post installation inspection & transfer of play equipment to Parish Council

Cllr. A Brading expressed her concern that the cast iron bin, currently being used as a piece of equipment in
the skate park area, despite several requests had not been removed onto the grass area outside the perimeter
fence. Cllr. A Forbes advised the committee chairman and members that he would liaise with the appropriate
parties for immediate action.
(d) – To discuss signage
A financial contribution has been received from the playbuilder funding and It was unanimously approved that plaques would be installed on the wooden picnic benches acknowledging this fact.
(e) – To agree any expenditure resulting from Agenda Items 7a – 7d
