A meeting of the Play Area & Skate Park Committee was held on
Monday 17th May 2010, at 8.05 p.m, The Amesbury Room, Winscombe Community Centre

1. To Receive Apologies for Absence – None Received
2. Declaration of Interest – None Received
3. Update of the minutes of the last meeting, dated 18th January 2010:
There were none other than those included as Agenda Items
4. Public Participation: A maximum time limit of 15 minutes will be allowed for a session open to the Public to present comments, observations, information, petitions or lead deputations and is the only time members of the public may participate during the meeting. Parishioners may submit a written script of speeches made to the Clerk. – None
5. Financial Update - A detailed statement showing actual expenditure against budget for the financial year 2010/11 was handed to all committee members
6. Winnowing End Play Area:
(a) – To discuss Playbuilder Update
The Chair confirmed that all of the play equipment had been installed but the ground surface needed to be returned to its original condition together with the removal of the old baby swing frame. Items still outstanding were the wooden picnic bench, notice board and the transfer of the 2 baby swings to the junior swing area.. .
(b) – To discuss post installation inspection & transfer of play equipment to Parish Council
The Aerial Runway Unit does not satisfy its purpose with the run being slow due to an insufficient gradient and some of the new pieces of equipment have bedding down issues. These need to be rectified before ownership is transferred to the Parish Council.
It was resolved unanimously that the Assistant Clerk write to Tony Moore at North Somerset Council with the committees comments. The Parish Council would accept responsibility for the play equipment once the snagging and post installation inspection is completed.
(c) – To discuss continued improvement of play area & equipment.
Work is being carried out to improve the general outlook of the area specifically behind the concrete seating and the surrounding chain link fencing is being repaired. The existing igloo needs repainting with attention given to its entrance.
(d) – To discuss grass cutting contract
The committee members felt that any discussion concerning contracts should be dealt with by the Finance Committee.
It was resolved to continue with the same grass contractor as the Cemetery & Allotments Committee with a proviso that grass cuttings are to be removed promptly from the safety surfacing around the play equipment especially the swing area..

7. WMRG Play Area
(a) – To discuss play equipment
The Chair confirmed that the Rodeo Board had been installed. A post installation inspection is required and will be included in the letter to Tony Moore at North Somerset Council – Agenda Item 6b refers.
(b) – To discuss seating
A snake seat has been installed next to the infant play area and arrangements are in hand to install a wooded picnic bench in the same area.
(c) – To discuss litter bin @ Skate Park
Following the regeneration of Weston Sea Front a Victorian litter bin has been installed in the skate park.
(d) – Graffitti Update
The offenders responsible for the graffiti at the Skate Park have been apprehended and are serving ‘Restorative Justice’ resulting in them putting right the defacing of the play equipment.
It was resolved that the offenders should also tidy up/litter pick the Recreation Field and paint the Skate Park surrounding fence with the cost of the materials being funded by the Play Area & Skate Park Committee.
The Parish Council Chairman agreed to liaise with P C Church on the matter.

8. To review level of insurance cover
Further clarification is needed on the policy details, particularly surrounding the type of replacement cover that they offer. It was also suggested that a Risk Assessor on behalf of the insurance company reports on the site prior to the ownership of the equipment being transferred to the Parish Council.
