A meeting of the Play Area & Skate Park Committee held on
Monday 17th November 2008, at 7.30 p.m, The Amesbury Room, Winscombe Community Centre
Committee Members Present: Mrs. A Brading (chair) (ABr), Mrs P Cram, Mr A Forbes (AF),
Mrs V McGann (VM).

1. Apologies for absence: Mrs R Jones, Mr C Sampson, Mrs A Richmond
2. Update of the minutes of the last meeting, dated 15th September 2008, already signed at main Parish Council meeting as being a correct record – None required
3. Declarations of Interest – None received`
4. Public Participation: an opportunity for members of the parish to make a statement - None

5. War Memorial Recreation Ground Play Area:
a – Fitness Equipment for the over 60’s – Despite several letters having been sent to relevant organisations within the village only 2 replies have been received, both showing a moderate amount of interest. We are waiting for the response from the Parish Plan before taking the idea any further.
b – Link Footpath to Chidren’s Play Area: 2 quotations have been received to tarmac the area and 1 quotation to supply and lay safagrass mats around the area has also been received. The preferred covering was tarmac and it was agreed that we would use GB Sport & Leisure to carry out the required work. This would, finances permitting, be carried out in this financial year 2008/09. Finances remaining will be reviewed at next committee meeting in February 2009. Assistant Clerk to write to GB Sport & Leisure advising them of our position.
6. Skate Park:
a – Quote for surfacing of French Drain – A quotation to tarmac the French Drain has been received & works are to be carried out with immediate effect after agreement from Parish Clerk is received..
At the skate park there is also a broken rail which needs mending together with removal of brambles – Assistant Clerk to instruct appropriate parties at same time as woodstaining of equipment (see below).

7. Winnowing End Play Area -
a – Woodstaining of equipment - Graffitti has now been removed and the wood needs protecting. Instruct appropriate parties.
8. Review of Committee Structure at request of M Williamson & C Sampson – There has been some
concern expressed regarding the Parish Clerk’s work load this year, accumulating in substantial unpaid overtime. Suggestions as to how this could be reduced were invited. The Play Area & Skate Park Committee were happy to combine with The Award Land Committee as the majority of members are one and the same, but Individual Chairmen to remain.
Concern was expressed by VM that Parish Council personnel matters were being discussed in a semi-official capacity in a private house. This is against Standing Orders and can lead to confusion within the Parish Council. All matters relating to personnel should take place on Parish Council Premises. Parish Councillors should not be seen to be acting outside of those parameters laid down by Local Council Administration, The views expressed by VM was agreed by all Councillors present at the meeting.
9. Precept request 2009/10 - This was discussed and a request of £10,000.00 will be put forward .
a – Extra seat at WMRG Play Area £2,500.00
b – Roundabout at Winnowing End (to include wet pore rubber matting) £4,500.00
c – General Maintenance & monthly inspections £3,000.00
10. Information – either points of information or subjects for discussion at next meeting – Fitness
equipment for the over 60’s and link footpath to the children’s play area.
