30. Approval of minutes from the previous planning meeting dated 17h July 2006.
The minutes were approved and signed as a correct record

31. Declarations of Interest –
The Clerk declared a personal interest in agenda item 6 (c.) Sidcot School.
Mr Bridges declared a personal and prejudicial interest in Agenda item 6 (c.) Sidcot School and a personal interest in 6 (e.) 31 Sidcot Lane
32. Matters arising from previous minutes.
Min 24 – Five Springs, 18 Church Rd. the application will be resubmitted with the breeze house relocated and other requirements met.
Min 26 (c.) – Kelvin House. The planning officer dealing with this application has left NSC and therefore the decision date for this application will be delayed.
Min 29 – Avon Ski Centre. A meeting has been scheduled for 21st August 2006, 10.00 am
Min 29 – Rhodyate Farm. It was considered that the wood cladding could improve with weathering. Although there does not appear to be any consistency with other approvals, any complaint and possible decision overturn was likely to cost the land owner considerable expense. No objection should be sent to NSC at this stage.
33. Public Participation
06/P/1632/F Sidcot School - A member of the public spoke in opposition to the application. Numerous problems already occur with noise from open windows in the music department during the evenings and from summer schools. Light pollution from the proposed building would also be considerable.

It was noted that the description was incorrect for this application – ‘replacement’ should read ‘installation’

Erection of a two storey side extensions and a single storey rear extension. OR
A letter of objection from the resident of 6 Brimbridge Rd, posted on the NSC website was read to the Committee by the Chairman.
The Parish Council has no objection to this application but would request that the two upper windows to the side elevation are of obscure glass.

Mr Bridges and the Clerk had previously declared an interest in this application and took no part in the discussion or subsequent voting
The Committee Chairman gave a resume of information contained within the application and detailed areas of the existing non-listed buildings to be demolished. The proposed works would allow for a permanent structure for the art, drama and music departments rather than the temporary single skin building that is currently in place. The new building would provide disabled access to the entire school although no increase in pupil numbers is anticipated. Facilities will be available to the community for use.
The saw tooth roof of the Art block will be visible from the A38 and existing trees along the west elevation will provide some cover during summer, but little cover over the winter period.
The Parish Council object to these applications as the design is not aesthetically compatible with the remainder of the school and surrounding area.
