45.     Approval of minutes from the previous planning meeting dated 21st August 2006.

47.     Matters arising from previous minutes.

          Min 41 b. 06/P/1822/EIA Bristol Water plc pipeline – Bristol Water representatives have advised that Ilex Lane will be totally closed for two x long week-end periods Jan/Feb 2007 to lay the pipe down the centre of the road. Pedestrian access to the Cemetery & Allotments will be via alternative routes. Other methods for the pipe to cross the railway walk, not using the bridge are being considered and include an independent pipe bridge or burying the pipe in the side and floor of the cutting.

          Min 41 f. 06/P/1917/O Birchcroft, Station Rd – this application will be considered by NSC South Area Committee at their meeting to be held 20th September 2006.

          Min 41 h. 06/P/1932/F San Field, Sidcot School – the width of the northern opening into this field is to be reduced following one minor objection.

 

48.     Public Participation – Mr B Lockley addressed the Committee regarding the possible redevelopment of the Sandford Stone site, Station Rd, Sandford. Consideration should be given to the future re-opening of the former railway line. When a planning application is submitted, the old line of the railway track should not be built upon to preserve the route.

06/P/1632/F Sidcot School, creative & performing arts centre – this application is to be considered by NSC South Area Committee on 20th September 2006.

 

Sandford Stone site, Station Rd, Sandford – enquiries should be made to record Old Auster as a listed building.

 

The Committee Chairman reported that Parish Councillors had been invited to an informal presentation on 7th September 2006 by the Bird Group regarding proposals for the site. Details were available to members of the public at a consultation event 8th – 10th September.

Following the meeting on 7th September, the Committee Chairman contacted Mr Lee Bowering, NSC case officer for the proposed development who confirmed that meetings have taken place between NSC officers and the Bird Group but no plans issued. Mr Bowering advised that this is a “brown field” and the two fields classed as open countryside cannot be incorporated into the brown field site. As the site does not abut, nor is it within the settlement boundary, this does not meet the criteria for affordable housing.

Consideration must first be given to the use of the site for employment, and only if this can be substantiated as not possible could alternative uses be considered. The listed buildings must be retained and a care home is not acceptable. Housing  development is not permitted outside the settlement boundary and development outside settlement boundaries is restricted to Clevedon, Nailsea, WSM and Portishead within North Somerset. The Bird Group have been advised that their proposals are beyond the acceptable limit.
