Minute Update from the Committee meeting minutes dated 7th December 2009: Min 3 – mechanical equipment duties & training for equipment at WMRG. SB is to compile a training plan with Dave Hucker and those authorised to use Parish Council mechanical equipment will be given further instruction (original training provided by equipment manufacturers). |

The Parish Councillor’s Guide 20th Edition by Paul Clayden – to agree expenditure to purchase copies for Councillors and office. It was proposed by BR, seconded by CS, all members in favour that 16 copies of the book be purchased for distribution to Parish Councillors with costs deducted from the Parish Council training budget. The books will remain the property of the Parish Council and should be marked accordingly.

To consider a request from Banwell Parish Council to provide Councillor cover for Disciplinary and Grievance Procedures relating to their Council should they have insufficient independent members to form a Staffing Committee. Up to two Councillors from the Employment & Policies Committee should be made available to Banwell Parish Council as requested if the need were to arise in the future. Proposed by MW, seconded by CS. NALC Briefing Papers & Other Information a.) NALC E01-10 Local Government Pay: 2010/2011. Noted b.) Dept for Business & Skills – free employment law advice. Noted and maybe used should a need arise. c.) ALCA training – Councillors 4 Session Course. These sessions should again be offered to all Councillors. Audit & General Finance. This annual course has previously been attended by both the Clerk and Finance Assistant. d.) The Sustainable Communities Act. Information has previously been circulated to all Councillors and individuals are to respond accordingly.

Locking of the WMRG Gates – terms and conditions of employment. It was reported that the gates are now being locked on a regular basis although signed correspondence from the employee is awaited. Post meeting note: The Assistant Clerk is in receipt of the awaited communication.

Employment Practice. a.) Annual staff appraisals. Staff appraisals are to be completed during March b.) Hours of Work – office staff. Annex 1 Hours worked for this financial year were noted and it was requested that the same document for the 2008/2009 year be circulated to committee members in advance of the next meeting with this matter being considered as an agenda item. c.) To agree payment of holiday entitlement to 31st March 2010 or to carry forward entitlement to 2010/2011 holiday year. Unclaimed holiday entitlement for Orderlies to the end of the holiday year on 31st March 2010 should be paid along with monthly salaries. Holiday entitlement not yet claimed by the Clerk should be carried forward into the next holiday year.
